I don't remember much about it, but wasn't it on CITV or something back in the 90s or early 2000s or something like that?

That it was, and from I know Channel 4 still air it in the wee hours of the morning. Although the first 5/6 episodes are avaliable on DVD anyway. And on the subject of forgotten shows, this was another gem I came across - Ric the Raven. I remember when he used to be on a show called Rise and Shine, presented by puppeteer Paul Zerdin, if memory serves. Here's an episode to hopefully remember from :

I recall the Treacle People very well, I assume it was broadcast c1994 since the ITV company Granada purchased LWT and the endcaps were joint LWT/Granada at the time.
