The Master, easily! I just kinda feel Sutekh seems a bit forgettable to me. Plus, with all the different incarnations of the Master, there’s always a bit of variety - from the modern ‘Everyman’ of John Simm’s Master, the current incarnation (who strikes me as a darker, evil version of the Eleventh Doctor) that is Sacha Dhawan and the anti-heroic Missy, to the Bond villain-esque Roger Delgado and the Shakespearean Anthony Ainley, each seems to have something of their own to bring to the table, just as all the Doctors do.
That being said…

I'll leave the above for someone else to answer, but can I politely request we try to include a few more non-Doctor Who choices so those who are not familiar with it can join in? With 13 of the last 22 posts referencing it, Doctor Who has rather dominated this game recently, I feel. Cheers.

I'd go with the Victorian Railways J Class. To my eye it's just a more characterful engine, though it does have the vibe of an almost German or French locomotive, despite being built by Vulcan.
As an addendum to Chris's post, for here and also the Your Opinion On the Above Post thread and other similar threads such as the Top 5 thread, I'd also like to discourage people jumping in immediately with a response of 'I don't know' or 'Never heard of it' or no given opinion; if a good few days or weeks have passed, fair enough, but I don't want to see people being dismissive of giving others the opportunity to respond to the previous post just for the sake of posing their own choice.
Similarly, as well as Doctor Who, I'd like to discourage choices that are too hyper-specific or regarding obscure shows or even obscure points regarding better-known shows that are likely going to go over the heads of most posters.
And I'd finally, I think it's worth discouraging thread domination by the same few posters.

I googled them, and based purely on appearance and little other knowledge, the streamlined version looks more appealing.
